Purpose:

To maintain a productive, safe, and disruption-free work environment by regulating solicitation and distribution of materials on Global Outreach International property while protecting employees’ rights under federal labor laws.

Guidelines:

GOI values respect, order, and harmony in the workplace. This policy seeks to balance freedom of expression with stewardship of our shared work environment.
To prevent interference with work and to respect all employees’ ability to focus, the following rules apply:
- Employees may not solicit or be solicited during working time.
- “Working time” includes any time an employee is expected to be performing job duties and does not include breaks, meal periods, or the time immediately before or after a scheduled shift.
- Supervisors must apply this rule consistently and uniformly across all employees to avoid claims of favoritism or unlawful restriction of communication.

Employees may not distribute flyers, handbills, written materials, or other literature:
- During working time, OR
- In working areas at any time.
Working areas do not include break rooms, parking lots, or other common spaces used during nonworking time.

- This content-neutral rule helps maintain cleanliness, reduce disruptions, and avoid confusion about official GOI communications.
- Supervisors should contact HR before restricting distribution in nonworking areas to avoid NLRA concerns.
3. Solicitation by Nonemployees
To protect safety and security:
- Nonemployees are prohibited from soliciting, distributing materials, or trespassing anywhere on organization property at any time.
- This rule applies without exception and protects the organization from unwanted interruptions, safety hazards, and external influence.
4. NLRA Compliance (Required Legal Protection)
Nothing in this policy is intended to limit or restrict employees’ rights under the National Labor Relations Act (NLRA). Employees have the right to engage in protected concerted activities, including discussions about:
- Wages
- Hours
- Working conditions
- Benefits
- Other terms and conditions of employment
Integrated Safeguard:
- HR must review any potential discipline related to solicitation to confirm that the activity is not protected by the NLRA.
- Supervisors must not interfere with employee conversations or actions that fall within these legally protected categories.
5. Enforcement and Consistency
Violations of this policy may result in corrective action, up to and including termination.
Integrated Safeguard:
- All enforcement must be content-neutral. The organization may regulate where and when solicitation occurs, but not what employees discuss when on nonworking time in nonworking areas.
- HR will provide periodic guidance to supervisors to ensure uniform application across departments.
